Libra is a Full Contract Research Organization

Libra Medical, Inc. was founded in January 2007 as a full Contract Research Organization (CRO) providing innovative solutions to the Regulatory Affairs, Clinical Research, and Quality Assurance functions within life science companies. Our clients include well-established global medical device companies as well as emerging medical device companies. We also provide services to companies in the Biotech and Pharmaceutical areas. Libra Medical provides customized program and technology solutions through our resident expertise in Regulatory Affairs, Quality Assurance, Clinical Data Management and Clinical Trial Management.

Libra Medical Utilizes and extends subscriptions of MAESTRO CTMS, a full featured, integrated data and trial management system developed exclusively by Libra Medical.


Sew-Wah Tay, PHD – President & CEO

Dr. Tay founded Libra Medical Inc. in January 2007 after 20 years of experience in the medical device industry. Prior to starting Libra Medical, she was Vice-President of Regulatory and Clinical Affairs at American Medical Systems (AMS) where she effectively grew and restructured the departments to meet the needs of AMS’s growing business. She also served as Vice-President of Regulatory, Quality and Clinical Affairs at Velocimed Inc. a start-up company in interventional cardiology arena that was acquired by St. Jude Medical. She was also Vice-President of Regulatory Affairs, Clinical and Quality at Survivalink, another start-up company that developed automated external defibrillators that was later acquired by Cardiac Science. In addition, Dr. Tay served in various capacities in R&D and Clinical Affairs at St. Jude Medical, Scimed/Boston Scientific, and Guidant/Boston Scientific. Dr. Tay holds a B.S. in Food Science and Technology from University of Pertanian Malaysia. She holds an MS in Chemical Engineering, an MS in Food Science, and a PhD in the interdisciplinary area of Biomaterials, all from the Massachusetts Institute of Technology.
